British tech entrepreneur Dan Thomson has unveiled a bold experiment on a small Philippine island, envisioning a digital nation governed by artificial‑intelligence avatars of renowned historical personalities. Branded Sensay Island, the venture seeks to harness AI models trained on the writings, speeches, and philosophies of figures such as Mahatma Gandhi, Nelson Mandela, Eleanor Roosevelt, Sun Tzu and Marcus Aurelius to deliberate policy and steer a nascent online community.

AI Council Modeled on Historic Leaders

According to the project’s own site, the envisioned governance framework will comprise 17 AI personas representing a mix of political leaders, strategists and philosophers. The initiative describes itself as “a sovereign micronation in the Philippine archipelago governed by an AI Council modeled on the greatest leaders in history.”

The AI representatives are programmed to engage in simulated debates, allowing the virtual council to weigh policy options from multiple historical perspectives. Thomson argues that this approach can preserve timeless lessons while addressing contemporary challenges, noting that the models will “analyze problems while reflecting the principles connected to the historical figures that inspired them.”

Global Interest Sparks E‑Residency Surge

Since the project’s announcement, roughly 12,000 individuals have expressed a desire to become e‑residents of the digital micronation, according to figures shared by the organizers. The e‑residency scheme would grant participants worldwide access to online services through a virtual visa system, with most interactions expected to remain remote while a limited number of visitors might eventually set foot on the island.

Project communications advisor Emily Keogh notes that, at present, only a single person resides on the nascent nation. Plans for physical infrastructure include the construction of up to 30 villas intended for future visitors and potential long‑term residents.

In a recent interview with CNN Travel, Thomson said, “It’s not enormous, but it’s not nothing. I think it’ll be mostly visitors; there may also be some permanent residents, but mostly visitors that come from the neighboring islands around Coron Island in the Philippines.”

Human Oversight Built Into AI Governance

To mitigate the risks of fully autonomous decision‑making, the framework incorporates a Human Override Assembly composed of nine elected residents who can intervene and halt AI council resolutions.

Thomson emphasizes that a completely hands‑off AI system is not the goal, warning that “if this goes extremely well, the AI ends up, you know… hopefully, it’s not like a game of Risk where it just ends up dominating and conquering and all that kind of stuff.” He also acknowledges a remote possibility of the AI acquiring weaponry, describing such a scenario as “extremely unlikely.”

While Sensay Island lacks formal recognition as an independent state, the experiment highlights a growing curiosity about how advanced AI could reshape community organization, blending algorithmic insight with human accountability.
